As far as I know, yes. One of the Kroger’s I shop at is stricter than the other though, so YMMV.

If I use a paper coupon for a product that I have loaded digitally, will the register ignore the e-coupon or the paper coupon? Or, will it accept both and deduct one of them at total?

Hey TJ. In my experience, the paper coupon will beep and the cashier will have to look to see if a digital coupon was deducted. The last time I went to Kroger a couple digital coupons slipped past, but the cashier would not let me use one when he saw the digital coupon come off. The rule is: the digital coupon always takes preference. Sometimes a cashier will not know why the coupon is beeping and will force it through anyway. I’m almost tempted to just NOT load any e-coupons because in most cases the paper coupon is better (b/c it doubles) and I don’t want to miss out. Hope that helps!
